A proud resident of Richmond, Jeff was elected to represent the 71st District in 2017. Throughout his time in the General Assembly, Jeff has championed education, environmental protection, criminal justice reform, and housing equality. He currently serves as the Vice Chair of the Public Safety committee and as a member of the Courts of Justice, Labor and Commerce, and Education committees. 

Jeff is a proud father to Sydney and Joseph, who are in the 7th and 3rd grades. He and his wife Anedra recently celebrated their 18th wedding anniversary. Jeff earned both his B.A. and J.D. at the College of William & Mary and is a member of Alpha Phi Alpha Fraternity, Inc. He worships at St. Philip’s Episcopal Church in Battery Park.​

Prior to his election to the General Assembly, Jeff was appointed by Attorney General Mark Herring to serve as the Deputy Attorney General for transportation, real estate and construction litigation for the Commonwealth of Virginia. He also served as the head of Government Relations at the Richmond Redevelopment and Housing Authority and the Deputy Chief of Staff for the Mayor of Richmond. 

In 2013, Jeff was elected to serve as the 3rd District representative for the Richmond City School Board. He was selected by his peers to lead as Chairman in 2013 and again in 2016. As Chair of Richmond City School Board, Jeff worked to advance education opportunities for Richmond’s kids. He led the effort to expand Pre-K to over 1,000 children, created a comprehensive academic improvement plan, and helped create the Richmond Career Education and Employment Academy, which provides functional life skills training for students with disabilities. Jeff knows that no other project we undertake as a city, a region, a state, or a country is more important than creating the public education system that our children deserve.

Jeff’s commitment to the community extends beyond the State Capitol. He serves on the Boards of Directors for: the Maymont Foundation, Fit4Kids, and holds leadership roles with Next Up.
