Barbara joined The Port of Virginia in 2018 and serves as the Vice President of Development and Transportation Policy. In this capacity, Barbara leads the formulation, implementation, and execution of the Port of Virginia’s outside-the-gate planning with transportation agencies, regional partners and local governments. Barbara also leads the alignment of grant programs with the Port of Virginia’s strategic plan and supports strategic objectives related to attracting Port Centric Logistics to the Commonwealth. This grant alignment work leverages relationships to position The Port of Virginia to compete for funding for capital investment, economic development and job growth across Virginia.
Through previous roles in transportation and planning, Barbara worked with partners to establish the “64 Express” barge service which has been the catalyst for the port-related development in the Richmond region, and has worked in transportation and community development in the Richmond region, with localities across Virginia, and with the USDOT Maritime Administration.
